Der Vorsitzende der Fachkommission COTER, Herr Cattaneo, informiert die Mitglieder darüber, dass
das Präsidium den jährlichen Arbeitsplan der EVTZ-Plattform am 9. Februar gebilligt hat.

Der Vorsitzende unterrichtet die Mitglieder über eine gemeinsame Anhörung der Fachkommission
COTER mit dem REGI-Ausschuss zur Umsetzung der EU-Städteagenda, die am 25. Januar 2016 im
Europäischen Parlament stattfand.
Ferner teilt der Vorsitzende den Mitgliedern mit, dass die Vorschläge für das TFA-Arbeitsprogramm
2016 vom Präsidium in dessen Sitzung vom 9. Februar gebilligt wurden.
Der Vorsitzende teilt mit, dass die jährliche gemeinsame Sitzung der Fachkommission COTER und
des REGI-Ausschusses am Mittwoch, den 12. Oktober, von 14.30 bis 17.00 Uhr im Rahmen der
"Europäischen Woche der Regionen und Städte" stattfinden wird. Das genaue Thema und weitere
Einzelheiten werden den Mitgliedern zeitnah mitgeteilt.

Initiativstellungnahmen, Artikel 41 (b) i
Der Vorsitzende teilt den Mitgliedern mit, dass die laufende Initiativstellungnahme Vereinfachung der
ESI-Fonds aus der Sicht der lokalen und regionalen Gebietskörperschaften (COTER-VI/012) von
einer Initiativstellungnahme (Artikel 41 (b) ii der AdR-Geschäftsordnung) in eine
Initiativstellungnahme auf Ersuchen des Ratsvorsitzes (Artikel 41 (b) i der AdR-Geschäftsordnung)
umgewandelt wird.

Initiativstellungnahmen, Artikel 41 b) ii) und Artikel 44
Die Fachkommission COTER billigt einen Vorschlag zur Erarbeitung einer Initiativstellungnahme
zum Thema "Die Zukunft der Kohäsionspolitik nach 2020" mit Michael Schneider (DE/EVP) als
Berichterstatter. Der Vorschlag wird dem Präsidium in seiner Sitzung am 6. April 2016 zur
endgültigen Beschlussfassung vorgelegt.

Verzicht auf Stellungnahme (COR-2016-00284-00-00-TCD)
Die Fachkommission COTER beschließt, gemäß Artikel 67 der AdR-Geschäftsordnung auf eine
Stellungnahme zu folgendem Dossier zu verzichten: Vorschlag für eine Verordnung des Europäischen
und des Rates zur Änderung der Verordnung (EG) Nr. 1406/2002 zur Errichtung einer Europäischen
Agentur für die Sicherheit des Seeverkehrs.

Die Fachkommission COTER beschließt, auf die Mitteilung "Investitionen in Beschäftigung und
Wachstum – Maximierung des Beitrags des Europäischen Struktur- und Investitionsfonds" –

COM(2015) 639 final mit einem Schreiben zu reagieren, in dem die wesentlichen Punkte der AdRStellungnahme zu den Ergebnissen der Verhandlungen über die Partnerschaftsvereinbarungen und

Ausführungen von MdEP Dominique Riquet (FR/ALDE), stellvertretender Vorsitzender
des TRAN-Ausschusses des Europäischen Parlaments, zur Arbeit des TRAN-Ausschusses
und Aussprache über die künftige Zusammenarbeit zwischen COTER und TRAN
Herr Riquet, Vorsitzender des TRAN-Ausschusses des EP, gibt einen Überblick über die politischen
Prioritäten und die Dossiers von gemeinsamem Interesse des TRAN-Ausschusses und erörtert mit den
Mitgliedern der Fachkommission COTER Fragen der aktuellen und künftigen Zusammenarbeit (siehe
Anlage).

Der Vorsitzende erinnert daran, dass im Laufe der AdR-Studie und der Überlegungen drei Seminare
abgehalten und zwei Berichte vom Auftragnehmer der Studie vorgelegt worden waren. Hertha
Schönhofer von der METIS GmbH, die die Studie im Auftrag des AdR durchgeführt hatte, gibt eine
kurze Erläuterung der beiden Berichte. Es folgen Ausführungen von Barbara Schwarz, Mitglied der
Landesregierung in Niederösterreich, und ein Meinungsaustausch mit den Mitgliedern.

Ausschusses für Verkehr und Fremdenverkehr (TRAN) des Europäischen
Parlaments, und Aussprache in der Sitzung der Fachkommission COTER
vom 2. März 2016
Zusammenfassung durch das Sekretariat der Fachkommission COTER
After a short introduction by the COTER chair, Mr Riquet provided an overview of the current work
of the TRAN Committee. Mr Riquet expressed his strong interest in regional and local work which
was due in part to his own previous offices. He referred to missing links and stated that what was
lacking most in regions was funding – "not a lack of ideas but cash". He indicated that a number of
subjects for cooperation had already been identified by the COTER chair and the TRAN chair with the
aim of developing cooperation. For him it is the Europe of regions that is more important than Europe
of nations and that can better address territorial development. Northern France has more in common
with Belgium than Southern France. He underlined that many of the topics covered in TRAN remits
concerned essential territorial issues and were linked to COTER, including the development of
regional airports and urban mobility for instance. He underlined that problems of mobility, particularly
in large urban areas, could have national or EU level impact and spoke of the different issues
connected to urban mobility such as intra-urban bottlenecks. He also referred to other issues such as
cycling, multi modal ticketing, and mobility in demographically and geographically challenged
regions, and underlined that a more bottom up approach was required to address these. A discussion
between TRAN and COTER members on these matters could thus be very fruitful. He finally referred
to the proposed TRAN-COTER joint meeting to be held on 29 September 2016, which will focus on
the topic of missing links in the context of cross border mobility.
A discussion with COTER members followed:

Mr Bore (UK/PES) expressed his wish for greater interaction between the CoR and the EP
TRAN committee and was pleased to hear that a joint TRAN-COTER meeting would be taking
place on 29 September 2016. Such joint meetings would help to shape the future of European
transport policy with a bottom-up approach. Mr Bore, Rapporteur of the CoR Opinion on the
Urban Mobility Package, also underlined the fact that urban mobility is an integrated issue and
needs to address noise pollution and climate change. Connectivity and transport are also
integrated topics.

Mr Žagar (SI/EPP) underlined that in recent years it has become clear that the economic crisis
has led to a lack of funding at regional and local level, particularly in the newer Member States.
Most of the work is being focused on 10 "corridors" – core networks where there are missing
links. However there is also a need to build smaller "blood vessels" to feed into the bigger
"veins". In this respect he welcomed the upcoming TRAN own-initiative report on Improving
the connection and accessibility of the transport infrastructure Central and Eastern Europe. Mr
Žagar also suggested using the occasion of the mid-term review of the MFF to assess the
efficiency and effectiveness of the Connecting Europe Facility and the EFSI at local and
regional level. He also asked how a multi-model approach to transport could be promoted.

Mrs Carlefall Landergren (SE/ALDE), Rapporteur of the CoR Opinion on the Aviation
Strategy, referred to the EU aviation strategy and the need to ensure international routes in
regional airports. Links should be made with public transport and the use of new technology and
safety standards. It is important to see the issue from the traveller's point of view. A ticketing
system that provides a good overview of all information is necessary. It is also important to find
common solutions to these problems because travel in Europe will only increase in the future.

Mr Rollandin (IT/EA) underlined that it was important to strengthen links between the CoR and
the European Parliament. As a chairman of a border region he understood that it is important to
have effective transport systems in place. However this can be difficult and often not
economical. The right types of policies are needed to modernise infrastructure. It is important
not to allow the creation of oases of transport – cities acting as modern hubs. An integrated
network is necessary for a more inclusive Europe. This will also help the single market. It is not
just the missing links in the existing transport systems that are important but services for outer /
disadvantaged areas.

Mr Osvald (CZ/PES), Rapporteur of the CoR opinion on "Multimodal travel information",
welcomed the reference Mr Riquet made on the importance of multimodal travel information
and reiterated the recommendations made in the opinion on this matter. In this regard, he
particularly stressed that the EU can focus on building infrastructure but if insufficient
information is provided to travellers then the system will not work well. He recommended that
the problems are addressed at EU level.

Mr Branda (CZ/ECR) referred to the issue of cross-border mobility, in particular missing links
and welcomed the envisaged cooperation between TRAN and COTER on this matter.

Mr Peel (UK/PES), Rapporteur of the CoR Opinion on an EU Roadmap for cycling, spoke
about how to incentivise cycling and referred in this regard to budgetary issues, fiscal regimes,
harmonious data collection, and road safety.

Mr Van Staa (AT/EPP) warned that TEN-T could not be effective without regional cooperation,
and provided the Brenner base tunnel as an example. In this regard, he stressed the need for a
proper design of TEN routes and the importance of involving the regions.

Mr Robinson (UK/EA) referred to sustainable transport goals and not to lose sight of the fact
that issues such as charging points for hydrogen cars needed to be addressed. He asked
Mr Riquet for his position on EU wide rules for road use charging and chances for increased
support for maritime links in the upcoming MFF revision. In this respect, he also underlined the
expensive cost for travel between islands and the mainland.

Mr D’Alfonso (IT/PES) spoke about the EU aviation strategy and the challenges facing regional
airports. He explained that low cost connections would help local airports get more traffic. The
big airports have capacity problems and the small airports are unable to compete and provide
the services despite the increasing demand for flights. Airports overall will not be able to satisfy

demand for flights in Europe. The rules create straightjackets for helping local airports. Local
airports should be networked and data should be shared in order to get the rules right and
therefore stimulate the economy. His region in particular depends on the local airport.

Mr Spyridon (EL/EPP) recalled the messages from the opinion on Implementation of the 2011
white paper on transport for which he was rapporteur. He underlined in particular that European
competitiveness is closely linked to providing good infrastructure. Tourism is another industry
that depends on good transport services. Disadvantaged regions in particular needed high
quality infrastructure. Ticketing needs a multi-modal system. He stressed that Europe can be
more innovative in both infrastructure and safety.

Mr Vlasák (CZ/ECR) referred to transport as an important aspect of the EU Urban Agenda. He
pointed out that improving transport systems will help develop cities. Urban transport systems
need to be sustainable, fast, clean and safe so that people will leave their cars at home and use
public transport instead.
Mr Riquet concluded the debate noting that members had put forward a complex set of comments and
explained that he was impressed by the wide range of topics covered. He underlined the fact that the
possibility for cooperation between the CoR and EP was wide. Particular focus should be placed on
how to handle these issues at local level.
